Supervisor Walsh called the meeting to order at 6:11 PM followed by the pledge to the Flag via Facebook live. A moment of silence was observed for Joan Waage.

Supervisor Walsh made a motion to accept the minutes from April & June 2020, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Committee Reports:

Youth (Councilman Igoe):

  • Looking into programs for when school starts. They are waiting on the school districts decision.

Highway (Councilman Igoe):

  • Paved several roads throughout the town.
  • Catch basins need work.
  • Reminder that town roads are 30 MPH and the Town Highway workers have had several people flying by them during road work

Food Pantry (Councilman Igoe):

  • Running very well and have been receiving a lot of donations.
  • They are looking into a canopy to keep fresh vegetables under.

Police (Councilman Igoe):

  • Took in $50.00.
  • The Police Reform Committee will be discussed later in the meeting tonight.

Recreation (Councilman Klepeis):

  • The playground has been reopened along with the Pavilion. It is asked for people to still maintain social distancing and wear masks.
  • There are still no private rentals.
  • The benches are being painted by Youth workers.
  • Took in $250.00.

Chamber of Commerce (Councilman Klepeis):

  • They are trying to help local businesses.

Tax Collector (Councilman Klepeis):

  • Turned the books over to the County.

Town Clerk (Councilman Pryslopski):

  • Open 9:00 AM – 4:00 PM, but appointment only.
  • Making updates on the Towns website to get ready for the makeover.
  • DEC has been down. Working on the issue, but please call ahead to see if it is up and running, Town Clerk has a cell phone and can be reached at 845-337-0059.

Justice (Councilman Pryslopski):

  • February they took in $20,188.00, March $12,968.00, April $3,358.00, May $2,637.00 and June $5,378.00.
  • The Court is now open.

Transfer Station (Councilman Pryslopski):

  • There is still a drop box for exact cash or checks only.

Dog Control (Councilman Pryslopski):

  • Has been taken over by UCSPCA and can still be reached at 846-389-2205.

Environmental (Councilman Pryslopski):

  • No quorum for the meeting.

Supervisor Walsh discussed the COVID-19 guidelines to reopening.
Supervisors Report: READ.

Supervisor Walsh made a motion to appoint Carrie Wyckoff to the Town Board effective 8/12/2020 for a term to end 12/31/2020, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to appoint the Rosendale Community Reform Committee as follows:
Councilman Igoe, Councilwoman Wykoff, Terry Johnson, Jessieca McNabb, Marc Cassidy, Josh Baron, Richard Wright, Jennifer Bliss, Ted Dixon, Scott Schaffrick and David Clegg, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to accept the resignation of Anthony LaRocca effective 7/10/2020, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to hire Nolan Secreto as Police Officer at $22.87 p/h for no more than 20 hours per week effective 8/12/2020, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to accept the $1,000.00 donation from Mohonk Preserve and put it in Capital Reserve Recreation, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to amend Capital Reserve Highway for equipment on July 20, 2020, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Resolution 08-2020-#1 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale purchase a new Holland Tractor for the Highway Department, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Resolution 08-2020-#2 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the quote for the emergency sewer repair at the Recreation Center, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Resolution 08-2020-#3 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorize the Supervisor to sign the quote for the generator repair at the Recreation Center, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Resolution 08-2020-#4 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the Supervisor to sign the copier service agreement with Hudson Valley Office Equipment, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.

Resolution 08-2020-#5 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale sign the STOP DWI Agreement amendment, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Resolution 08-2020-#6 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorize the Supervisor to sign the annual software support contract with Williamson Law Book Co. for Water/Sewer billing, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to set a Public Hearing September 2, 2020 at 7:00 PM for Solar code via Facebook live, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to override the County’s comments for Solar Code, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to cancel the September 9, 2020 Town Board meeting, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to loan $11, 780.00 to Capital Reserve Sewer from the General Fund and to be paid back once money is received from NYSEFC, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to pay bills, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.
