June 22, 2021 Police Commission Meeting

Pledge of Allegiance: Supervisor Walsh

PRESENT:  Supervisor Walsh, Commissioner Hafner, Chief Schaffrick, Councilman Igoe
ABSENT:  Commissioner Stenta

Commissioner Hafner made a motion to approve the minutes from the March 23, 2021 and April 27, 2021 meetings; 2nd by Supervisor Walsh; Roll Vote: 2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.

Chief’s Report:
Correspondence:  Chief Schaffrick received a letter regarding speeding on Main Street and he contacted

NYS Department of Transportation.  There is a permit process that he forwarded to Town Board and he will follow-up this week. There was a brief discussion if Grants are available.

Personnel:   Resignations:  Chief Schaffrick stated he received the resignation of Police Officer Anthony LaRocca last month. Office LaRocca had completed his Field Training.  Supervisor Walsh made a motion to accept the resignation of Police Officer Anthony LaRocca; 2nd by Commissioner Hafner. Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.  Chief Schaffrick stated he received the resignation of Police Officer Garrett Lapp, who accepted a full-time position with Kingston Police Department. Supervisor Walsh made a motion to accept the resignation of Police Officer Garrett Lapp; 2nd by Commissioner Hafner; Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.

Hires:  Chief Schaffrick stated that Keith Lewis was hired as a Sergeant and will be assisting administrative tasks.  Supervisor Walsh made a motion to approve Keith Lewis as a part time Sergeant; 2nd by Commissioner Hafner.  Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.  Chief Schaffrick stated Kevin Doyle is a part time Police Officer in the Town of Plattekill and has started Field Training. Caelan Marsh is a part time Police Officer in the Town of New Paltz and she has completed her Field Training.  Both have been hired part time here. Supervisor Walsh made a motion to approve the hiring of Police Officers Caelan Marsh and Kevin Doyle as part time Police Officers, 2nd by Commissioner Hafner; Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta. Chief Schaffrick stated that he is holding off hiring and sending someone to Phase II since it is too close to the start of Phase II.

Training:   In June, Officer Montfort and Officer Bailey attended Crisis Intervention Training which both successfully completed. Officer Bailey, thru Ulster Police Department, also completed Police Citizen Interaction Class.  The Police Legitimacy and Procedural Justice class was completed by Officer Fischer and Officer Wells.  Officer Bailey, thru Ulster Police Department, attended Field Training Officer class.  Officers Bailey, Secreto and Odendahl, thru Ulster Police Department, attended Veteran’s Affairs which is a 4 hour block on post-traumatic stress syndrome, de-escalation training, legal updates, CPR and AED and First Aid Training. Officers Fischer, Vincent and Wilson attended 2 trainings: one being a car accident crime scene investigation and the second water rescue training.  Chief Schaffrick looked into schools and trainings that are coming up.  There is a complicit bias training that is going to be done as a Cycle III Training thru the Sheriff’s Office and it is the only adopted and approved class by the Division of Criminal Justice Services and all of our officers will be trained in that class.  Cycle II Training starts next week which is firearms and legal updates. In August, the department will be doing another class in procedural justice and complicit bias, which will be done in the cycle training.

Patrol Vehicles: Chief Schaffrick stated that the Tesla was picked up last week. Everything is ready to go except the computer system. Patrol PC will be looking at it later today and finish it up. Chief is looking to have it in service by the end of next week.  Chief stated that the computer system that was put in, he received a check that was presented to him this morning from the Rosendale Police Benevolent Association, they received an anonymous donation for $5,000.00 to offset and purchase the computer that is in the Tesla vehicle.  Chief Schaffrick would like to recognize the PBA and their anonymous donor are the people who supplied the computer for that car. Our costs of the vehicle which came thru a grant from Senator Metzger and this anonymous donation our buy in for that car is small.  Supervisor Walsh thanked the PBA and the anonymous donor for the donation.  Supervisor Walsh made a motion that the Police Commission accept the donation and forward the information to the Town Board for acceptance; 2nd by Commissioner Hafner; Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.  Chief Schaffrick stated that the Dodge Durango has been picked up and it is at the upfitter and they have all the equipment that they need and he is hoping by the end of next week to have that vehicle in service.  Vehicle 7F365 had a water pump fixed that was under warranty and it is back in service.

Body Cameras:  Chief Schaffrick stated that the body worn cameras were ordered approximately 5 weeks ago and it was 6 to 8 week for delivery.  Sergeant Lewis has training in body worn cameras and he will do training with our officers.  Once the software is installed on our server, our Tracs reporting system will be updated from Tracs 10 to Tracs 17.

 

Grants:  Chief Schaffrick finished the grant for the body worn cameras about 10 days ago and had to wait 3 days and he will be finishing it up. Everything in place and the only thing left is to arrange for the wire transfer. Supervisor Walsh stated that we would be getting $8,000.00 towards the cost of the body cameras and the Town matched that amount. Chief Schaffrick stated that there is a grant that is supposed to come out at the end of this month to expand the number of body worn cameras.  The department is going to start with 4 cameras.  Once Chief Schaffrick receives the grant information, he will forward same to the Town Board to apply for the Grant.  Chief Schaffrick is waiting to hear from Ulster County regarding the grant for the server and high speed scanner which were purchased for the new discovery process.

STATS:  Chief Schaffrick stated that to date, there are 3,043 calls for service, 76 criminal investigations, 36 arrests, DWI’s are up and there have been 6 so far.

Old Business:

National Night Out:  Chief Schaffrick is still looking to do and he will report back next month.

Councilman Igoe, the liaison for the Police Commission and for the Police Reform Committee had a drafted Action Plan.  Councilman Igoe stated that they reviewed it this morning and if there are any comments to reach out to him with any comments or questions.  Councilman Igoe discussed the document. Commissioner Hafner had a question about interactions with individuals and a discussion was had. Supervisor Walsh made a motion to accept the Action Plan from the Police Reform Committee Report and forward to the Town Board for their approval; 2nd by Commissioner Hafner.  Roll Vote: 2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.    Supervisor Walsh thanked Councilman Igoe and Chief Schaffrick for their corrobative efforts in making the Action Plan, report and to make sure it works well for the Police Department.  Councilman Igoe thanked the committee for all of their work for the past year. Supervisor Walsh asked that the Action Plan be sent to Mandy to be posted of the Town’s website.

Supervisor Walsh made a motion to end the meeting at 3:14 p.m.; 2nd by Commissioner Hafner.  Roll Vote:  2 Yes; Opposed: 0; Abstentions: 0; Absent: Commissioner Stenta.
