January 28, 2020 Police Commission Meeting

Rondout Municipal Center

2:33 p.m. Meeting called to Order

Pledge of Allegiance: Supervisor Walsh

PRESENT: Supervisor Walsh, Commissioner Hafner, Commissioner Stenta, Chief Perry Soule, Deputy Chief Scott Schaffrick

Supervisor Walsh made a motion to approve the minutes from November 26, 2019; 2nd by Commissioner Stenta. Roll Vote: 3 Yes

Chief Soule:

Chief Soule had a print out of Incident Reports from 2018 and 2019 and briefly discussed the incident types and how they are recorded.

Chief Soule and Deputy Chief Schaffrick went to Albany for a meeting with the State Chief’s Association and Sheriff’s Association and briefly discussed Bail Reform and discovery. Deputy Chief Schaffrick is attending a meeting on Feb. 4, in Albany at the Senate Chambers about Bail Reform and discovery.

Supervisor Walsh made a motion to accept the resignation of Officer Daniel Boyle effective January 2, 2020; 2nd by Commissioner Stenta. Roll Vote: 3 Yes.

Supervisor Walsh made a motion to hire Nicholas Lent full time for 32 hours per week beginning February 1, 2020 and to go to 40 hours per week on April 1, 2020; 2nd by Commissioner Stenta.
Roll Vote: 3 Yes

Cars/Vehicles: Received word from Senator Metzger’s assistant that the grant is $30,000.00 for an electric car and the Chief has information for prices. 7F364 has quote for the front end damage that is going to be fixed to get dents out from a Nov. 5, 2019 accident.

Officer Robert Fischer and Officer James Algarin both passed their practical for EMT and they are waiting on the results from the written exam.

Commissioner Hafner stated that the Chief of the Bloomington Fire Department wanted to let the Police Commission know that in regards to an incident on Main Street in Bloomington a few weeks ago the Fire Chief commented that Officer Gary Wells was first to arrive and had secured the scene before anyone else arrived and that he did a good job.

Deputy Chief Schaffrick is still working on getting the Federal Grant for body cameras. Deputy Chief Schaffrick briefly discussed the camera/video discovery process that took effect January 1, 2020.

Supervisor Walsh made a motion to authorize the Commissioners to sign a letter of support for the grant for the body cameras; 2nd by Commissioner Hafner. Roll Vote: 3 Yes

Supervisor Walsh made a motion to adjourn at 3:25; 2nd by Commissioner Stenta. Roll Vote: 3 Yes
