Supervisor Walsh called the meeting to order at 6:11 PM followed by the pledge to the Flag via Facebook live. A moment of silence was observed for Edward Koskie Jr.

Present:

Supervisor Walsh made a motion to approve the July minutes, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Committee reports:

Town Clerk (Councilman Pryslopski):

  • Open 9:00 am- 4:00 pm with appointment only.
  • Took in $6,016.95 in March and $14, 002.42 in August.

Court (Councilman Pryslopski):

  • Call them with questions.
  • JCAP Grant is being worked on.

Transfer Station (Councilman Pryslopski):

  • Working with reduced hours.
  • There is a drop box for payments.

Environmental (Councilman Pryslopski):

  • They had no quorum for the meeting, but they walked the creek.

Water/Sewer (Councilman Igoe):

  • Their generator was delivered; the electric has to be cut to have it installed.
  • Water tank replacement is on a halt.
  • 130 new meters still need to be installed in homes.

High Falls Water (Councilman Igoe):

  • The water connection to the College is complete.
  • DEP water shut down is happening to clean the aqua ducts for 70 days. Water will be trucked from Rosendale to High Falls.

Highway (Councilman Igoe):

  • All the CHIPS money was spent.
  • They are working on the budget for next year.

Food Pantry (Councilman Igoe):

  • They are starting to have kids bagged lunches.

Economic Development (Councilwoman Wykoff):

  • They are meeting this month on the 16th at 5:30 pm.

Police Reform (Councilwoman Wykoff):

  • They are getting guidance and protocol for the committee.

Building (Councilwoman Wykoff):

  • 28 open permits and 16 certificates issued.

Councilwoman Wykoff made a motion to appoint Jenn Bliss as the Chair and Ted Dixon as the Vice Chair of the Police Reform Committee, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Assessor (Councilman Klepeis):

  • Dealing with commercial complaints.
  • The school tax bills have gone out.

Recreation (Councilman Klepeis):

  • Small repairs are being done around the building.
  • There was a break in at the bathhouse.
  • The generator and fence are being repaired.
  • The basketball courts are still closed.

Youth (Councilman Igoe):

  • Starting September 14, 2020 they will be open from 2:00 pm – 6:00 pm. They must be scheduled to come in.
  • There will be time slots and everything will be sanitized.

Supervisors report: READ.

Supervisor Walsh made a motion to correct the Youth Worker salaries effective July1, 2020 for Rachel Hermance & Nicholas Plumeri to $11.90 & Brooke Davis to $11.80, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to promote Officer Robert Fischer to Police investigator effective 9/2/20, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to accept the resignation of Baila Zisman from the Youth Commission Effective 8/24/20, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to appoint Michael Williams to the new title of Workplace Safety Officer effective 9/2/20, 2nd by Councilwoman Wykoff. 5 YES.

Resolution 09-2020-#1 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale here by authorize the Supervisor to enter into contract for the annual software with Williamson Law Book Company, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.

Resolution 09-2020-#2 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale supports the submission of a JCAP grant application in the amount of $11,664.00 to the NYS Unified Court System, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.

Resolution 09-2020-#3 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale calls on Governor Andrew Cuomo to swiftly sign and codify S8561A establishing a New York food supply working group, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Resolution 09-2020-#4 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale assigns duties of Water Sewer Clerk, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.

Resolution 09-2020-#5 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale approves the reduction of hours for employees, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

The Town Clerk opened the Public Hearing for Solar Law at 7:00 PM.

Resolution 09-2020-#6 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the follow-up contract with Verizon Wireless, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Resolution 09-2020-#7 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the Supervisor to sign the Stop DWI Amendment, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to opt out of payroll tax deferment, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to cancel the October 7, 202 Town Board Workshop Meeting, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to close the Public Hearing at 7:25 PM, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Resolution 09-2020-#8 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby overrides the Ulster County Planning Board comments for Solar Law, 2nd by Councilman Igoe. Roll Vote: 5 YES.

Resolution 09-2020-#9 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale adopts Solar Law as Local Law #1 for 2020, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.

Councilman Pryslopski made a motion to pay bills, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.
