TOWN OF  ROSENDALE
TOWN BOARD MEETING
MARCH 10, 2021

Supervisor Walsh called the meeting to order at 7:01 pm followed by the Pledge.

Present Via Zoom:
Supervisor Jeanne L. Walsh
Councilman Christopher Pryslopski
Councilman Matthew Igoe
Councilman Ernest Klepeis
Councilwoman Carrie Wykoff

Also present Via Zoom: Robert Gallagher; Highway Superintendent & Jill La Fera; Assistant Supervisor.

Supervisor Walsh made a motion to approve the January and February minutes, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.

Committee Reports:

Economic (Councilwoman Wykoff):

  • They have 5 members currently.
  • They are working hard on the Hart & Soul program. They are trying to collaborate with other Commissions.

Historian (Councilwoman Wykoff):

  • He is going to be fully vaccinated at the end of the month.
  • Excited to get back in the office and still collecting items.

Planning (Councilwoman Wykoff):

  • Minor subdivision of a 14-acre property.
  • Discussion about short term rentals.
  • Next meeting 3/11/21 at 7pm.

Rondout Municipal Center (Councilwoman Wykoff):

  • There have been internet issues and seeing if we should cross over to fiber optics.
  • The old playground was removed to prepare for the Pickle Ball Court.
  • Marbletown is planning a Craft Fair in May in the parking lot.

Police Reform (Councilwoman Wykoff):

  • The final draft will be available soon on the Town Website, in the bin at the Town Clerk’s Office or emailed as well.

ZBA (Councilwoman Wykoff):

  • There is no meeting for March.

Building (Councilwoman Wykoff):

  • Took in $6,341.00 for February.

Transfer Station (Councilman Pryslopski):

  • Took in $6,010.00 for January and $4,962.10 for February.

Town Clerk (Councilman Pryslopski)

  • Took in $7,337.55 for January.

Bookkeeper (Councilman Pryslopski):

  • All tax money has been disbursed to the proper departments.

Councilman Klepeis updated the Board about seniors getting their vaccines. A new site will be opening at the Ulster County Fair grounds.

Recreation (Councilman Klepeis):

  • Installation of the generator for the pool was started but was delayed by winter weather.
  • Working on having a wider spread internet at the Recreation for the Pool.
  • Pool is being prepared to open for the season with limited capacity.

Youth (Councilman Klepeis):

  • Monday starts the re-opening of the virtual learning Youth Program.
  • Camp is planning to run this year with capacity overlooked and precautions being used.

Street Lighting (Councilman Klepeis):

  • The work will begin soon and only take a couple weeks to complete.

Tax Collector (Councilman Klepeis):

  • Has paid the full warrant to the town.

Highway (Councilman Igoe):

  • February has been the hardest month ever.
  • Sand and salt costs about $20,000.00, equipment repairs about $23,000.00 and some other bills.

Police (Councilman Igoe):

  • Took in $50.00 for February.

Water/Sewer (Councilman Igoe):

  • The documents have come in for the replacement for the Sewer project.
  • Possibly starting in July/August in 3 phases.
  • The treatment will be switched from chlorine to UV.
  • Sewer took in $58,477.29.
  • Public Hearing March 24th on the Sand Hill Water Tower.
  • Water took in 93,687.81

High Falls Water (Councilman Igoe):

  • The pipes are in for the UCCC and ready to go.
  • Rosendale supplied water to the High Falls Water District during the shut down.

Supervisors report: READ.

Supervisor Walsh made a motion to hire Sara Hermance as Youth Worker at $12.50 per hour per diem effective 3/15/21, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Supervisor Walsh made a motion to re-appoint Maitreya Motel to the Youth Commission term expiring 12/31/22, 2nd by Councilman Klepeis. Roll VOTE: 4 Yes. 1 ABSTAIN.

Supervisor Walsh made a motion to appoint Robert Fade to the Economic Development Commission with a term expiring 12/31/22, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.

Councilman Pryslopski made a motion to remove Rebecca Stokes as Water/Sewer Clerk and have an additional up to 5 hours added as a Court Clerk, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

  1. Speaker – Robert Gallagher spoke to the Board about last years’ projects, upgrades and road repairs. He said this year CHIPS money will be decreased by 5%. The Highway will also need new equipment this year as well.
  2. Supervisor Walsh made a motion to hold a Special Meeting on March 24, 2021 at 6pm for Town business, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.
  3. Supervisor Walsh made a motion to set a Public hearing for the RCPRC report to be held after the water tank replacement Public hearing, 2nd by Councilwoman Wykoff, 2nd by Councilwoman Wykoff. 5 YES.
  4. Resolution 03-2021-#6a – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to complete and execute a lease agreement for Rosendale Park & Ride, 2nd by Councilman Wykoff. ROLL VOTE: 5 YES.
  5. Resolution 03-2021-#7 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the amended fee schedule for the Zoning Board, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.
  6. Resolution 03-2021-#8 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale adopts the proposed amended fee schedule for the Planning Board, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.
  7. Resolution 03-2021-#9 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the quote with Chargepoint, Inc., 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Councilman Pryslopski made a motion to pay the bills, 2nd by Councilman Igoe. ROLL VOTE:5 YES.

Supervisor Walsh made a motion at 7:57 pm to adjourn, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.
