TOWN OF ROSENDALE
TOWN BOARD MEETING
JANUARY 13, 2021

Supervisor Walsh called the meeting to order at 6:00 pm followed by the Pledge. A moment of silence was observed for Robin Carroll, Iona Swierc, Eva Dittmar, Martin Tully, Daniel Lendvay and Joseph Petras.

Councilman Christopher Pryslopski
Councilman Matthew Igoe
Councilman Ernest Klepeis
Councilwoman Carrie Wykoff

Supervisor Walsh made a motion to approve the December 9th minutes, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Committee Reports:

Water/Sewer (Councilman Igoe):

  • Water took in $28,936.29 and Sewer $8,844.22.
  • They are suppling about 10 loads of water a day to High Falls.

High Falls Water (Councilman Igoe):

  • New pipe to aqueduct is being installed.
  • There is a large leak in High Falls Water

Highway (Councilman Igoe):

  • They are clearing the Binnewater parking lot.
  • They are catching up on work.
  • The new dump truck will be delivered soon.

Police (Councilman Igoe):

  • Took in $20.00.

Economic (Councilwoman Wykoff):

  • Actively looking for new volunteers.
  • Next meeting will be January 20th via zoom.

Historian (Councilwoman Wykoff):

  • Bill Brooks received the NYS Senate award.

Planning (Councilwoman Wykoff):

  • The fee schedule is being reviewed.
  • Jere Brown is now the Chair of the Ulster County Planning Board.

Police Reform (Councilwoman Wykoff):

  • The 1st draft is close to being finished.

Town Clerk (Councilman Pryslopski):

  • Has been short staff.

Transfer Station (Councilman Pryslopski):

  • They have been catching up on clean up.
  • The new punch cards are going well.
  • The clothing bin has been re-opened.
  • Took in $9,383.60.

Youth (Councilman Klepeis):

  • They are still closed due to Covid-19.
  • Clothing bin is open, but clean items only please.

Tax Collector (Councilman Klepeis):

  • The tax bills were mailed January 4th and there is a delay on delivery.

Vaccine information – They are distributing the vaccine to seniors 65 years and older.

Resolution 1-2021-#7 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the agreement with Bergmann Associates for planning services, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.

Resolution 1-2021-#8 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby appoints Jeanne L. Walsh as the Official Delegate and Kenneth Hassett as the Alternate Delegate to the 2021 Annual Training Conference of the NYS Association of Towns to be held virtually February 14-17, 2021, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.

Resolution 1-2021-#9 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale adopts the proposed fee increase for street reports for the Highway Department, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Resolution 1-2021-#10 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby adopts the proposed fee schedule for the Building Department, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.

Resolution 1-2021-#11 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale and the Town Board of the Town of Rosendale authorizes the Town of Marbletown to purchase the 2012 Ford F-350 from the High Falls Water District for the Town of Marbletown Building Department, 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Resolution 1-2021-#12 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the Supervisor to sign the ground lease agreement with Spectrum Northeast, LLC., 2nd by Councilman Igoe. ROLL VOTE: 5 YES.

Resolution 1-2021-#13 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby adopts the new retention and disposition schedule for New York Local Governments, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.

Resolution 1-2021-#14 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale calls the Ulster County Industrial Development Agency to exercise their authority and responsibility to uphold the Board of Educations no vote and deny Kingstonian’s application for PILOT, 2nd by Councilwoman Wykoff. ROLL VOTE: 5 YES.

Councilman Klepeis made a motion to pay bills, 2nd by Councilman Pryslopski. ROLL VOTE: 5 YES.
