TOWN OF ROSENDALE
TOWN BOARD WORKSHOP MEETING
FEBRUARY 6, 2019

Supervisor Walsh called the meeting to order at 6:30 PM.

Councilman Pryslopski made a motion to pay bills, 2nd by Councilman Klepeis.

The Pledge to the Flag was observed at 7:02 PM at the Rondout Municipal Center. A moment of silence was observed for Robert Cook the Rondout Valle y High School principal, Aletha Sulko, Anita Peck,Claire Maschino, Daniel Lewis

Also Present: Jill La Fera; Assistant to the Supervisor, Terry Johnson; Water/Sewer Superintendent and Benjamin Talutto; Youth Commission.

Community Events: Barbara Pombino said on February 8th there will be a Heart Festival with the businesses on Main Street.

Public Comments: Yuval Sterer asked the Board to better explain of the new water change. Supervisor Walsh read the Town Code to the residents. Yuval asked why this is happening now and not before. Supervisor Walsh stated this is something that has been slipping through the cracks and the district has been running in the red. She said they went through the code book and saw this was not being done. If the district doesn’t get enough money than it increases the tax bills. George Kugler expressed to the Board that he was not happy about the change. He said there was no warning and some Landlords can’t afford it. Supervisor Walsh suggested to raise rents to cover the costs. George continued to express how unhappy he was with the change. The Board explained to him that this has to be done because of the district running in the red.

Supervisor Walsh made a motion to accept the resignation of Megan Sperry from the Economic Development Commission effective 7/1/18, 2nd by Councilman Klepeis. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Anthony Stenta to the Police Commission with a term expiring 12/21/19, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Thomas Briggs to the Police Commission with a term ending 12/31/19, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Kristina Carr to the Recreation Commission with a term expiring 12/31/26, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Ben Talutto to the Youth Commission with a term ending 12/31/21, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made an appointment to re-appoint Joshua Heuval-Horowitz to the Youth Commission with a term expiring 12/31/21, 2nd  by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Judy Ivankovic to the Youth Commission with a term expiring 12/31/21, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Erica Knapp-Gagnon to the Youth Commission with a term ending 12/31/21, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint Jessica Robie to the Youth Commission with a term expiring 12/31/21, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to re-appoint David Keohan to the Water Board with a term expiring 12/31/23, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to appoint Michael Camargo to the Zoning Board of Appeals with a term expiring 12/31/23, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion to appoint Dominick Mercurio to the Planning Board with a term expiring 12/31/25, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.

  1. Terry Gittens came to the Town Board and spoke about the Basketball Court at the Rosendale Recreation Center. She read the Board a letter from the Gerald Neal Basketball Court Committee and has raised $9,500.00 to refurbish the court. Supervisor Walsh made a motion to accept the donation to refurbish the court and thanked Terry for all her hard work and the town is honored, 2nd by Councilman Igoe. ROLL VOT: 4 YES.
  2. Resolution 02-2019-#1 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby appoints Andrew Willner as Alternate to the Town of Rosendale Zoning Board of Appeals to serve in absence or recusal of regular members for a one-year term ending 2/5/20, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.
  3. Resolution 02-2019-#2 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby appoints Andrew Casey as First Alternate to the Town of Rosendale Planning Board to serve in the absence or recusal of regular members, for a one-year term ending 2/6/20, 2nd by Councilman Pryslopski. ROLL VOTE: 4 YES.
  4. Resolution 02-2019-#3 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby approves the Town of Rosendale Youth Director to accept money that was awarded to the Rosendale Youth Department, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.
  5. Resolution 02-2019-#4 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the Supervisor to sign the contract with New York State Office of Children and Family Services for the 2019 program year, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.
  6. Resolution 02-2019-#5 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale calls on the New York State Senate and Assembly to advocate for Towns and Villages to continue to receive Aid and Incentives to Municipalities, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.
  7. Resolution 02-2019-#6 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale calls on the Senate and Assembly to examine and report on the property tax cap’s impact on local government operations and infrastructure, 2nd by Councilman Igoes. ROLL VOTE: 4 YES.

Supervisor Walsh made a motion at 7:55 PM to adjourn, 2nd by Councilman Igoe. ROLL VOTE: 4 YES.
