Rosendale Water & Sewer Commissioners Monthly Meeting

Meeting called to order at 7:00 p.m. on a motion by Ernie K. Motion seconded by Ernie DeWitt.
A motion by Carol to accept the April minutes, motion seconded by Ernie D.
Sky Lake Lodge: Terry informed the Board that a few weeks back, it was brought to his attention by Pam Lindow, about the condition of our upper driveway leading to the Mountain Road watershed property, which the lodge uses. The road is full of pot holes; the road was maintained by the Highway dept. when shale was being taken out of the back, but they have not done that in awhile, and so the road is in disrepair. The Sky lodge owners want to fix the road, but he told them to hold off until he talked to the water/sewer Board. Ernie Kelder asked Pam, "When you say fixing the road, do you mean fill in the potholes." Pam said yes. Ernie does not see a problem with that. A short discussion followed. All of the Commissioners agree, to Sky Lodge repairing the road that leads to the watershed property on Mountain Road.
Gunks Climbers: Terry stated to the Commission that the Gunks Climbers came back with another proposal concerning the Mountain Road property. A copy of the proposal was given to each Commissioner. Terry stated that Shawn Adams and another climber met with him, the Supervisor and Patrick McDonough to discussion their new proposal. The Supervisor told them that the only way they will be able to climb up there is if they purchase the property. Terry stated that he had contacted the Ulster County Dept. of Health because they over see land that is a water source; the Health dept response was it is up to us, but they are not in favor of the climbers using the property. The Supervisor also told the Gunks that if they do buy the property, the Town would retain the water rights on the property. Terry also informed the Board that the Gunks are having a fund raiser on Saturday May 27 from 7 – 9 p.m. to benefit the water department. They have flyers everywhere and they even put an ad in the Blue Stone Press. The water department cannot accept money from them. A short discussion followed. Terry will send a letter to Shawn stating if he would still like to donate the money to donate it to the either the Youth Center or the Food Pantry.
Gordon Taylor: Terry stated that Gordon Taylor owns property on Rte 213 and he just put a modular on the property. When we went to hook-up the water we discovered that the water was turned off at the main. In 1996 the State of New York came to do the bridge, they had to move five of our curb valves. One of the curb valves belongs to Gordon’s vacant lot. The State left the water off at the main. Gordon has been getting a minimum bill for ten years; we owe him ten years of water. He was charged $140 per year (a total of $1,400) for water. Ernie D. has a suggestion, that they give Mr. Taylor a credit for that amount as his water bills come up. Terry informed Ernie that Gordon may not hook into Town water. He may be putting in a well, because in order to get to the main he would have to bond with the State. The water main is between the white line and the shoulder of the road. If Gordon does not hook into the system, we will have to refund him the money. A short discussion followed. Terry will tell Gordon that if he hook-up to the Town water he will have a credit until the credit amount runs out, and if he doesn’t the water department will give him a refund.
Bill Brooks – sewer connection: Terry informed the Board that Bill Brooks will be putting up a new building behind his barber shop and he apparently has Planning Board approval. Bill’s lot cannot be sub-divided, so he would like to tie into to his 4" sewer line from the current building. Ernie K. asked if that is legal. Terry said yes, if we give him the permission to do it. Ernie D. does not believe it is legal. Terry told Ernie that it can be done as long as the property cannot be sub-divided, which is where we have run into problems when tapping into an existing line. The problem the water dept. has had is with curb valve and spreading water lines. Ernie D. asked if Bill is going to do the same with the water line. Terry said yes, but he will have separate meters on each building. The Planning Board and the Building Inspector both should have contacted the water department first before telling Bill he could put up another building. Ernie K. asked if Bill had his property surveyed. Terry does not know, but before he tells Bill it is okay for the sewer line, he would like to see the minutes from the Planning Board to see what they approved. A short discussion followed.
Storage tank Inspection: Terry told the Commission that the annual inspection on the Sand Hill storage tank is coming up. The cost is $515.00. We all know what they are going to tell us, but we still need to have the cathodic system check every year. Terry thinks it should be done anyway. All Commissioners agree that the annual inspection should be done on the Sand Hill storage tank.
System Modeling: Terry informed the Commission that the system modeling they talked about was approved by the Town Board. O’Brien and Gere will be starting it soon.
Vouchers submitted for approval of payment.

The next meeting is scheduled for June 26, 2006, at 7:00 p.m., at the Rosendale Recreation Center, 1055 Rte 32.
