Rosendale Water and Sewer Commissioners Monthly Meeting

Meeting called to order at 7:00 p.m. on a motion by Harriet. Motion seconded by Carol.
A motion by Harriet to accept the March minutes, motion was seconded by Ernie.
Letter to Supervisor Gallagher: Harriet stated to the Commission that she wrote a letter to Supervisor Gallagher concerning the Park & Ride that was discussed at the March meeting. The letter states that the Commissioners agreed to the park and ride and also agree to the sewer district being expanded to Jolene Ave only. The letter also states that they suggest there be no cross lot piping of any type (copy of letter attached). A short discussion followed on the Board’s concerns with expanding the sewer district.
Purchasing Procedure change: Terry mentioned to the Commissioners that he would like to change the current purchasing procedures. Terry would like permission from this Commission to purchase items that they need on a daily basis (example: rubber gloves, chemicals, media, etc) without having to come to them each month for their approval. A short discussion followed. The Commissioners agree that Terry may purchase items that are needed on a daily basis, and only make a list on purchases that will need their approval. Carol asked if the vouchers will still be brought to the meeting for Harriet to sign. Terry said yes.
District Expansion: Terry informed the Commission that the Comprehensive Committee had a public hearing on the new Master Plan, which he did not attend, but was informed on what was discussed. He was told that Tillson Estates and Rosendale Heights would like our department to supply them with water. What they discussed was consolidating the small water companies. The smaller water districts are being run by people volunteering to do it and mistakes are made. What they would like see happen is to consolidate all these companies under one municipal umbrella. A short discussion followed.
Flood Report: Terry explained to the Commission that the Sewer plant average intake flow a day is 80,000 gallons. On the day of the flood their intake was 350,000 gallons in a twenty four hour period. A short discussion followed.
Jack Snyder Request: Terry informed the Commission that he has a request from Jack Snyder, which he forgot to mention at the March meeting. Jack receives a minimum bill each quarter for his mother’s house, where there is no usage year round. What he wants is to pay for one quarter and not pay for three, which is not in the rules and regulations. We cannot do that because everyone with a curb valve, that does not use the water, would want to do the same thing. He had Theresa (w/s clerk) count how many customers there are in the district that pay minimum bills with no usage. There are around forty-seven customers that don’t use the water, and if we were to do what Jack suggested, it would cost the district $4,000 a year. Jack told me that if he cannot just pay one quarter, that he would unhook the pipe to the curb valve. A short discussion followed. All Commissioners agree with Terry that Jack Snyder cannot just pay one quarterly water/sewer bill and not pay the other three quarters.
New Weekend Employee: Terry informed the Commission that he hired a new weekend employee because, as you know, Annette resigned. The employee’s name is Larry Allan Jr., and he started training today. Larry has an associates degree in environment from UCCC; he found out about Larry through Ted Skaar who is an instructor at the college. Larry will be paid $10 per/hour. A short discussion followed.
Snyder Mine: Terry stated to the Board that he had Joe and Roy re-post the Snyder mine property. He also had a gentleman approach him, who was walking on the Rail Trail at the time, from Emig’s Ornamental Ironworks. He saw the kilns on the property. Inside each kiln are these metal spikes and he wondered if he could get some of the spikes because he uses it in metal sculptures. He also told me that he usually pays ten cents a pound. He told him that he would have to talk to the Water/Sewer Board first. Carol asked Terry if they are going to let him get the metal and charge him for it. What he would like to do is meet him and go to the site with him; see what he is talking about, and ask how he intends to get the metal. If he is going to climb up there, then I will tell him he can’t do that. Harriet said, if that is how he is going to get the spikes, have him sign a notarized statement stating he will not hold the Water department liable if he gets hurt. A short discussion followed.
Purchase order request sheet: Terry and the Commissioners reviewed the purchase order request sheet. All purchases orders were approved.
Vouchers submitted for approval of payment.
Meeting adjourned at 7:45 p.m. on a motion by Ernie. Motion was seconded by Carol.
The next meeting is scheduled for May 23, 2005 at 7:00 p.m. at the Rosendale Recreation Center, 1055 Rte 213.
