          The Town Supervisor performs many roles. He serves as presiding officer at meetings of the town board and also votes on matters with the other members of the Town Board. The Supervisor serves as Town Executive and Administrator and represents the Town of Rosendale in the Ulster County Supervisors’ Association. The Supervisor is the chief fiscal officer of the town and represents the town in all fiscal matters including overseeing the preparation of the budget. The Supervisor is elected to a two year term.

           The Supervisor’s office is staffed Monday through Friday 7:30 a.m. to 4:30 p.m. His bookkeeper, Doris Fleming, is responsible for recording and accounting all the financial activities of all town government operations and reports including, but never limited to: recording department revenues and expenditures, monitoring financial activity compared to the budget, reviewing all vendor claims, recording the employee payroll and benefits and preparing financial reports for all the departments as well as the State. His assistant, Ann Citron, is responsible for maintaining the supervisor’s files, answering telephones and resolving questions or directing caller’s to the appropriate party, drafting resolutions for town board review, typing all correspondence, memos and reports and any other activity deemed necessary by the Supervisor.

         The Town Board is the governing body of the Town of Rosendale and is comprised of the Town Supervisor and four part-time council members. The council members are each elected to a four year term. The Town Board meets on the first Wednesday of every month beginning at 7:30 p.m. at the Community Center for its workshop meeting. The regular Town Board meeting is the second Wednesday of every month beginning at 7:30 p.m. at the Community Center. The Town Board does, on occasion, have additional meetings or a change from their regular meeting. These changes and additions will always be noted in advance either in the newspaper and/or by posting at the Town Clerk’s office or local post offices. All meetings are open to the public with the exception of executive sessions where matters such as: proposed, pending or current litigation; medical, financial, credit or employment history of a particular person/corporation, or matters leading to said dismissal, removal, promotion, appointment, employment, discipline, demotion or suspension; the proposed acquisition/sale/lease of real property when publicity might affect value; matters which imperil safety if disclosed; matters which may disclose the identity of a law enforcement officer or informer; information relating to current/future investigation or prosecution of a criminal offense; preparation or administration of exams; or collective bargaining negotiations.

        Among many other things, the town board adopts a budget, fixes the salaries of officers and employees, establishes rules of its procedure and designates the official newspaper of the town. They have numerous other functions that can never all be stated but here are a few: pass new town legislation; regulate certain dangerous conditions; compromise or settle claims; call special town elections; provide for town improvements; create improvement districts; and designate depositories for town moneys.

       The Assessor is charged with the responsibility of assessing real property in the town for purposes of taxation. The Assessor maintains the assessment roll, which is the document that contains every property’s assessment. The physical description and value estimate of every parcel of real estate in the town is constantly being updated. The N.Y.S. BUILDING INSPECTOR

       Building permits are required for new construction, additions, alterations, decks, pools, garages, fireplaces, wood stoves etc.

       Certificates of Occupancy are required upon completion for all structures.

       The Building Inspector is responsible for ensuring work sites are inspected and that all work performed is in compliance with New York State Codes, Federal Guidelines and the Town of Rosendale Code.

        Also in the Building Inspector’s office is the Code Enforcement Officer, Dave Massimi. The Code Enforcement Officer is responsible for the enforcement of codes and ordinances that directly impact the appearance and public welfare of the community. He is responsible for field inspections and enforcement procedures.

 

DOG CONTROL OFFICER

        The Dog Control Officer enforces the appropriate provisions of the Agriculture and Markets Law, with respect to dogs, in the Town of Rosendale and to enforce the Code of the Town of Rosendale regarding dogs. The Dog Control Officer may seize any dog which is found to be in violation of any portion of the Rosendale Code as well as any dogs otherwise required to be seized under and by virtue of the Agriculture and Markets Law of the State of New York.

          All complaints concerning alleged violations of the Rosendale Code shall be communicated to the Dog Control Officer. All such complaints shall be investigated, and it shall be the duty of the Dog Control Officer, in the appropriate case, to proceed with civil or criminal enforcement any provisions of law regarding dogs.

FIRE MARSHALL

            The Fire Marshall administers and enforces all of the provisions of laws, ordinances and regulations applicable to fire prevention and fire safety within the Town of Rosendale. The Fire Marshall has the power to recommend to the Town Board the adoption of rules to secure the intent and purposes of the Rosendale Code and a proper enforcement of the laws, ordinances and regulations governing fire prevention and fire safety.

            The Fire Marshall receives applications and issues permits in accordance with the Rosendale Code and examines premises and sites for which applications have been issued for the purpose of insuring compliance with laws, ordinances and regulations governing fire prevention and fire safety. The Fire Marshall has the authority to promulgate the content of the applications and conditions of the permits.

            The Fire Marshall may require the performance of tests in the field by experienced, professional persons or by accredited and authoritative testing laboratories or service bureaus by agencies whenever necessary or appropriate to assure compliance with provision of applicable laws, ordinances and regulations covering fire prevention and fire safety.

          The Deputy Fire Marshall, Ken Hassett, performs the same duties as the Fire Marshall in his absence.

 

HIGHWAY DEPARTMENT

         Anyone who operates vehicles on Town roads rely on the Highway Department to keep them moving. The Town of Rosendale Highway Department maintains more than miles of roadway. In addition, hundred of catch basins and culverts are maintained. The Highway Department assists in the removal of trees that have fallen in severe weather. Every spring the Highway Department schedules a Town wide sweeping of roads and in the winter there's plenty of plowing. Residents should remember to follow all local ordinances with regards to parking on town roads and at no time should snow from your driveway be pushed or blown on to Town roads.

JUSTICE COURT

         The judges preside over the Town of Rosendale Court which has jurisdiction over criminal, civil, vehicle and traffic and Town Code violations that occur in Town. Court sessions are held every Tuesday evening.

       The Court Clerk’s offices are located in the Police/Justice Building and are open 1:00 p.m. to 4:00 p.m. Mondays and 9:00 a.m. to 4:00 p.m. Tuesday through Fridays. Any questions relating to fines, violations, court appearances or other related matters must be directed to the Court Clerk’s, Lisa Dockery or Trudy Harper. Questions relating to court cannot be answered by the Town Clerk.

POLICE DEPARTMENT

       The Town of Rosendale Police Department is made up of a Chief of Police, an Investigator, a Sergeant and ten sworn police officers. The officers assigned to patrol are uniformed officers who patrol the town’s 21 square miles and serve approximately 6,400 residents. The duties and responsibilities of the Police Department include: the prevention and detection of crime; the control of traffic; motor vehicle accident investigation; quality of life issues; calls for service; domestic violence disputes; response to residential and commercial alarms; response to fire and ambulance emergencies; and vehicle violation enforcement to name a few.

       The Police Department is proud to serve the residents of Rosendale. Please remember to use 911 during emergencies only. For all other information and police inquiries contact the Police Department, at 845-658-3048. The clerk, Lynn Waddell is available between the hours of 11:00 a.m. and 4:00 p.m. Monday through Thursday, if you are in need of a police report please contact the clerk during those hours.

RECREATION DEPARTMENT

The Recreation Commission has the authority to equip, operate and maintain playgrounds, parks and recreation centers, the administration thereof, planning, development, organizing, directing, staffing, budget proposals, and to apply for any and all available federal and state aid to effect same. Currently the Town parks include the Hardenburgh Park, Rutsen Park, the Willow Kiln Park. We also have the Recreation Center which encompasses the Community Center, the town swimming pool, tennis court, basketball court, pavilion, playground and ballfield.

The facilities are open to anyone and the community center and pavilion are available for rent. To obtain information or to request a date to rent one of our facilities you may contact the Recreation Clerk, at 845-658-3159 between the hours of 9:00 a.m. and 3:00 p.m.

TAX COLLECTOR

          The responsibility for collecting real property taxes is performed by the tax collector. The collector is given the tax roll from which the property owners are billed for town, county and special district taxes. The taxes collected are turned over to the proper agencies.

         School taxes are levied separately, using a duplicate copy of the assessment roll provided for the school board.

        The tax collector hours are normally Monday, Tuesday, Wednesday and Thursday from 9:00 a.m. to 3:00 p.m. from January 1st through January 31st. Beginning February 1st and lasting through May 31st the hours are Tuesday and Thursday from 9:00 a.m. to 3:00 p.m.        

      At the beginning of June all the tax collector’s books are turned over to the Ulster County Treasurer and any inquiries must be made through his office at 845-340-3431.

 

 

TRANSFER STATION

      The Rosendale Transfer station operates a recycling center and trash collection facility. A permit is required to utilize the Transfer Station. Permits are available for purchase at either the transfer station or the Town Clerk’s office, vehicle registration information is required at the time of purchase.

WATER AND SEWER DISTRICT

      The Town of Rosendale Water District provides potable water to the residents of the Town. It is a financially independent district, all revenues received from water charges and other related activities stay within the District and are the only source of revenue the District has to fund its operation. No revenues are received from Federal, State or local taxes. The District is overseen by a Board of Commissioners whose responsibilities include setting policy and establishing rules and regulations. The daily operations of the Water District is done under the direction of Superintendent Terry Johnson.

          The Town of Rosendale Sewer District maintains the sewage collection and treatment facilities. Again, this District is a financially independent district, all revenues received from sewer charges and other related activities stay within the District and are the only source of revenue the District has to fund its operation. No revenues are received from Federal, State or local taxes. The District is overseen by a Board of Commissioners whose responsibilities include setting policy and establishing rules and regulations. The daily operations of the Sewer District is done under the direction of Superintendent Terry Johnson.

Youth Program

      The Youth Program is run by Kathy Wade and encompasses many aspects including, advocacy/referral services, summer camp, sports and recreation activities, after-school program and a drop-in youth center. The Youth Center is equipped with pool tables, video games, computers, ping pong table, board games and much more. The center is available for birthday parties for a nominal fee. If you haven’t been to the center, stop by and see what they have to offer.
