ASSESSOR’S JOB
The assessor estimates the market value of real property within the town. This assessment, or market value, is one component used in the computation of property taxes.
Assessments are based on an analysis of sales of properties within the town. A comparable study of these sales is carefully analyzed to determine value factors for each attribute of the property, and these values are then applied to all properties for a fair and equitable assessment. The purpose of implementing this analysis periodically is to assure that property owners are paying their fair share of the tax burden.
Assessment offices are also responsible for the administration of many different types of real property exemption programs that can offer some tax relief when specific requirements are met.
TOWN REVALUATION PROJECT ‘09
New York State law requires that all property within a municipality be assessed at a uniform percentage of value.The last town-wide reassessment was implemented in 2005, reflecting 100% of market value. The current (2008) equalization rate, which shows the percentage difference between town property assessments put in place in 2005 and what they are actually worth on the open market (market value) today, is around 85%. An equalization rate of 85% means that, in general, properties are assessed at approximately 85% of their full market value. (Ex: An assessment of $100,000 indicates that the market value is $117,647 [100,000 / 85% = 117,647]).
We are now implementing a town-wide revaluation for 2009. We expect this new round of assessments to be much fairer to most of you than the ones in place now.
REVAL. PUBLIC MEETINGS
The Assessor’s office is scheduling public meetings and discussion groups to be held at the Rosendale Rec.Center and at various community functions. Stay tuned to this site and the local newspapers for the dates and times.
ASSESSMENT CALENDAR
VALUATION DATE: All property in the town is assessed each year as to its value on this date. The value could change from year to year if there are any significant changes to the property, such as additions.
March 1st - TAXABLE STATUS DATE: All property in the town is valued based on its physical condition as of this date. Any new construction or alterations are valued based on the percentage of completion on this date. If construction is started after this date, the increase in value would effect the assessment the following year.
March 1st - EXEMPTION APPLICATION DEADLINE: All applications for exemptions must be received by this date in order to be applied to this years assessment roll.
May 1st - TENTATIVE ROLL FILED: The tentative roll for this year is filed in the Assessor’s office. The value that is determined on Valuation date and Tax Status date is put on the roll.
GRIEVANCE DAY- 4th TUESDAY IN MAY: If you are not satisfied with the assessment that appears on the tentative roll filed May 1st you may file a Grievance Application with the Assessors office. Completed applications must be received or postmarked by this date to be eligible for review. The applications are reviewed by the Board of Assessment Review which is appointed by the Town Board. You may appear on Grievance Day to present your complaint in person. Failure to appear will not invalidate your application.
July 1st - FINAL ROLL FILED: The final assessment roll is filed in the Assessor’s office. The assessments that appear on the roll are based on the value of the property on January 1st and Taxable Status Date of March 1st .. Any decisions made by the Board of Review would be reflected on this roll.
August 1st - SMALL CLAIMS PETITION DEADLINE: If you file a Grievance Application and are not satisfied with the decision of the Assessment Board of Review, you may file a Small Claim Petition. It must be filed with the County Clerk ’s Office along with $25 filing fee.
September 1st - SCHOOL TAX BILLS MAILED: Tax Collectors for various school districts mail out tax bills. The payments must be received by the school districts within 30 days of this date. The taxes are based on the Final Assessment Roll filed July 1st .
EXEMPTIONS
Rosendale offers many exemptions which provide partial, and sometimes total, tax relief.

Calculating Your Tax Bill
Every property owner gets a school tax bill that is mailed every September 1st and a property tax bill that is mailed January 1st of each year. The school tax bill may or may not include a charge for a library. Property tax bills include charges for the following taxing jurisdictions:

Special Districts
Special districts vary among parcels. Special district charges occur when a taxing unit is formed in response to a need for a particular service by the owners of property within the district boundaries.
To calculate your tax bill, you will need to know the taxable assessed value for your property. The taxable assessed value is equal to the total assessed value less any exemptions the property owner is eligible to receive. Next, you will need to compute the taxes due for each taxing jurisdiction and sum the totals for each. The calculation for each jurisdiction is:

Town of Rosendale Equalization Rate: 86%.
An equalization rate is the state's measure of a municipality's level of assessment. This is the ration of total assessed value (AV) to the municipality's total market value (MV). The municipality determines the AV; the MV is estimated by the state. The equalization formula is:

Town of Rosendale Level of Assessment: 82.00%
The Level of Assessment (LOA) is simply the percentage of full value at which properties are assessed within a community. For instance, an LOA of 50% would indicate that assessments are at half of the market value; and LOA of 100% represents a community that is assessing at full value.

Rosendale's Residential Assessment Ratio (RAR): 80%
Residental Assessment Ratios are used by Assessors as a general measure of assessment equity and by taxpayers in board of assessment review grievances and/or small claims hearings. The ratio is obtained by applying the following formula to all sales within the period:
