Minutes: The minutes of the October 7, 2002 meeting were approved.Communications:
1) from the Town of Hurley Comprehensive Master Plan Committee;
2) from Greenplan, Inc.

Motions:
that this committee recommends to the Town Board the hiring of Fairweather Associates, to work with this committee and to write the proposed master plan, was approved. That if, for whatever reason, Fairweather Associates did not undertake or complete the work of writing the proposed master plan, that this committee recommends to the Town Board the hiring of Greenplan, Inc., in its place, was approved.
Points of Information, without division:that the request made by this committee to the Town Board, for $31,000, is too large in comparison to last year's allocation; that the Town Board anticipates a two-year financial cycle; that this committee has advisory status only; that the master planning process should eventually result in a positive financial return to the town; that a request will be made to the Town Board, to be placed on the agenda of its next meeting, regarding allocation of funding and other issues; that the chairperson of this committee will notify the Town Board of the motions approved by this committee at its current session; that the vice-chairperson has written a letter to Shuster Associates, in regard to a target date for completing its analysis of the town survey; that a program is available to computerize building-permits and related processes involved in their generation;question as to other activities appropriate at this stage of the planning process, until a planner is retained;was answered: gathering of historical information, such as from the Historical Preservation Committee; obtaining single-use cameras for the pictorial elements of the plan;writing of publicity for the proposed hamlet meetings.

Communications: from the smarter land-use committee
Old Business:
presentation by Peter Fairweather:
that he himself would coordinate and lead the process;
that he himself would conduct hamlet meetings;
that personal relationships are critical to the process;
that it is necessary to constructively channel conflict;
that committee members must be ambassadors for the project;
that Saratoga Associates would write specific regulations, for example zoning;
that each town is unique;
that he is willing to meet with this committee again; question in regard to emphasis on economic development, was answered that "open space has real value in this area right now"; reference checks of proposed consultants to this committee.New Business:

Motions: to request that the compilation of the citizen survey be placed on the town web-site was approved; to reaffirm the selection of Fairweather Consulting as consultant for the master plan was approved; the division, recorded by motion of the assembly:

Points of Information, without division:
that a subcommittee comprising Dietrich Werner. Attilio Contini, and Rick Fritschler ex officio be formed to extract goals from the survey tabulation;that the survey results have been duplicated; that extraction of survey written comments is complete and is currently being tabulated; that future surveys will incorporate revisions; question as to whether this committee should run the hamlet meetings itself, was answered that a facilitator should assist therein; question in regard to disposable cameras being made available before the hamlet meetings, and in regard to their representative distribution.
